Every bike here has pedals, so the useful way to sort them is not by price but by how cleanly each one sits inside a US e-bike class. Two are unambiguous, two are borderline, and one is a dirt bike that got there on purpose.
Clean and simple
$1,299 · 20 mph on throttleThe Shotgun Lite F0 is the least complicated bike Freego makes: 500 W rear hub, 48V 12.5Ah, Class 2, 20 x 4 inch tires and 18 to 30 miles of range at 104 lb. Freego rates it from a 4'11" rider, which is the shortest window in the range, and it ships with an optional off-road unlock to 28 mph for private property.

The X1 SE is a dirt-bike chassis on 17 inch moto wheels that Freego built to be legal: 750 W nominal, 20 mph on throttle, 28 mph on pedal assist, 264 lb max load.

$1,679 to $1,999 · 28 to 35 mphTwo bikes whose class we will not state for them. The Flash F3 Pro Max runs two 750 W motors on a 2,640 Wh dual pack for 60 to 103 miles — Freego calls it Class 2 with an off-road unlock at 35 mph, but 1,500 W of nominal motor is above the federal ceiling for a low-speed electric bicycle. The City Flow A1 does 28 mph on 500 W and a Shimano 8-speed, and Freego publishes no class rating for it at all.

Four lines settle almost every question about where an electric bike can legally be ridden in the US. They matter more on this page than on most, because two of these five bikes sit right on the boundary.
The ceiling
Federal law caps a low-speed electric bicycle at 750 W nominal — not peak. A 750 W motor peaking at 1,400 W is inside it. Two 750 W motors are not, which is the open question on the Flash F3 Pro Max.
Throttle to 20 mph
A throttle that works without pedaling, capped at 20 mph. The Shotgun pair and the X1 SE are Class 2. It is the class that makes an e-bike feel like a moped and still leaves it legal in a bike lane in most states.
Assist to 28 mph
Pedal assist to 28 mph, throttle capped at 20 if one is fitted. The X1 SE reaches Class 3 speeds on assist. Several states require a helmet on Class 3 at any age and bar it from multi-use paths.
The asterisk
Freego ships several bikes with a mode that raises the cap for private property. Using it on a public road takes the bike outside the class it was sold in. The unlock is a setting; the law is not.
