A speed cap is not a power cap
Most bikes sold as beginner-safe get there by cutting power, which makes them feel dead and teaches a rider nothing. The Phase I's three modes are speed ceilings — 25, 35 and 45 mph — with torque left intact in all three. Mode 1 still climbs a hill. It just cannot run away with someone who is still learning to stop.
Real moto parts, sized down
A 420 chain on an 11-tooth front and 53-tooth rear sprocket, hydraulic disc brakes on 190 mm rotors at both ends, a hydraulic fork with 120 mm of travel and a 65 mm rear shock, on a steel frame. 78 Forged publish and sell every one of those as a replacement part — 56 of them — which is not something a disposable bike brand does.
