78 Forged sell the Phase I as an off-road electric dirt bike. It has no pedals, so federal law does not treat it as a bicycle, and it carries no US e-bike class and no street certification. 78 Forged state it is for private property, designated riding areas and OHV parks where such vehicles are permitted, and they set a minimum age of 8 with adult supervision required for riders under 18. Check your state's rules before riding anywhere public.
Three speed caps, a 28-inch seat, and a California assembly line
78 Forged built the Phase I as a first dirt bike. The three ride modes are hard speed ceilings — 25, 35 and 45 mph — so the bike can wait for the rider instead of the other way round. It is assembled in Riverside, California. Off-road and private property only, and 78 Forged put the maximum rider weight at 120 lb.
The Phase I is 78 Forged's first product, and it is unambiguously a first-bike machine. The seat is 28 inches, the bike weighs 119 lb, and 78 Forged recommend a maximum rider weight of 120 lb — this is a bike for a kid or a light teenager, not for an adult.
What makes it worth the money is the way the power is delivered. The three ride modes are hard speed caps rather than power settings: mode 1 stops at 25 mph, mode 2 at 35, mode 3 at 45. Torque stays available in all three, so a new rider still gets up a hill in mode 1 — they just cannot get to the top end until you move the bike up. It is the same idea as a restrictor plate, and it is the single most useful thing on a bike a child is learning on.
Underneath: a 60V permanent-magnet motor rated 4,500 W peak and 2,000 W continuous, an 80 A vector controller, and a 60V 20Ah pack of Samsung 21700 cells — 1,200 watt-hours. Both the motor and the pack are sealed to IP67. 78 Forged quote 35 N·m of torque at the motor shaft, which is not the same measurement as the rear-wheel figures some brands publish, and is not comparable to them.
The chassis is a steel frame on a hydraulic fork with 120 mm of travel and a 65 mm rear shock, with hydraulic disc brakes and 190 mm rotors at both ends. Wheels are 14 inch front and 12 inch rear, on a 420 chain running 11 teeth at the motor and 53 at the wheel — real moto hardware in miniature, not scooter parts.

78 Forged is the bike brand of Fantastic 78, and the Phase I is assembled on their own floor in Riverside, California — what they describe as the first electric dirt bike assembly line in America, turning out a finished bike every eight minutes.
That is unusual in this category. Almost every e-dirt bike at this price is built complete overseas and crated to a US warehouse. It does not automatically make the Phase I a better machine, but it does mean the people who set the suspension and torqued the bolts are the same people who answer for it, and that parts come from a US shelf rather than a container.

The bike waits for the rider
The three ride modes are speed ceilings, not power settings. Mode 1 stops at 25 mph, mode 2 at 35, mode 3 at 45 — and torque stays available in all three, so a new rider still climbs a hill in mode 1. They simply cannot reach the top end until you move the bike up.
That distinction matters more than the headline number. A bike that cuts power to stay slow feels dead and teaches nothing; a bike that keeps its drive and caps its speed feels like a real motorcycle at a speed a child can survive learning on.
At the shaft, which is not the same as at the wheel
78 Forged quote 35 N·m, and they say plainly that it is measured at the motor shaft. Several brands in this category quote torque at the rear wheel instead, which already includes the reduction through the chain and produces a number several times larger for the same bike. The two are not comparable and nobody should pretend they are.
What reaches the ground here is the shaft figure through an 11-tooth front and a 53-tooth rear sprocket on a 420 chain — a genuine moto drivetrain, sized down.
Samsung cells, sealed to IP67
60 volts and 20 amp-hours is 1,200 watt-hours, in Samsung 21700 cells. The pack and the motor are both rated IP67, which is the specification that actually matters on a bike that will be ridden through puddles by someone who has not yet learned to avoid them.
78 Forged publish 40 miles in mode 1 and 20 in mode 3. Mode 1 is a steady 25 mph figure, so plan around 20 miles of real riding and treat anything beyond that as a good day. A 60V 5 A charger is the stock unit.
What a full charge costs you
120 mm up front, 65 at the back
A hydraulic fork with 120 mm of travel and a 65 mm hydraulic rear shock, on a steel frame. 78 Forged say it was tuned by their own racers with beginners in mind — soft enough to stay predictable over small chatter, with enough support left not to bottom out on a first real jump.
Braking is hydraulic disc at both ends on 190 mm rotors. On a 119 lb bike that will see 45 mph, hydraulic brakes at both ends are the right specification rather than a luxury.
A long wheelbase, on purpose
44.4 inches between the axles is long for a bike this size, and that is a deliberate choice. A longer wheelbase is more stable and more forgiving of a rider who is still learning where their weight goes; a short one is quicker to turn and quicker to punish.
With 11 inches of ground clearance and 14-inch front and 12-inch rear wheels on proper knobbies, it clears what a trail puts in front of it without the seat climbing out of reach.
A full moto seat, and 28 inches to the ground
The seat is a full-length moto seat with a grippy, tear-resistant cover, not the short scooter perch a lot of bikes this size use. It matters because moving forward and back on the seat is how a rider actually controls a dirt bike — you cannot teach body position on a seat with nowhere to move to.
At 28 inches it sits low enough for a young rider to get a foot down. 78 Forged do not publish a recommended rider height, only a maximum rider weight of 120 lb.

Specs come from each manufacturer's own listing, and the Phase I does not win this table on paper — we would rather say so than arrange the columns until it does. The Yozma IN 10 is dimensionally the same bike, a 28-inch seat on 14 and 12 inch wheels at 121 lb, for $699 less. The Heybike Villain matches the top speed with a bigger pack that lifts off the bike. And every one of the other three publishes a load rating two to three times the Phase I's 120 lb rider limit, which for a heavier rider settles the question on its own. What the Phase I has that none of them do: it is assembled in Riverside, California rather than built and crated overseas, the frame carries a 3-year warranty, and the ride modes are hard speed ceilings rather than power settings — the thing that actually matters if a child is learning on it. Read the torque figures carefully too: 78 Forged's 35 N·m is measured at the motor shaft, and a shaft number cannot be compared to a rear-wheel number. None of these four is street legal.
